If I bought a computer/laptop in the previous fiscal year for personal/school use but 50% of its usage is now for work (as a self-employed/independent contractor) can I begin claiming CCA on it this year?

You need to determine the fair market value of the computer on the date that you began using it for business purposes. You can then claim CCA on the FMV.
