Spouse Working Overseas, His Family And Dependents Are Living In Canada ? Husband Want To File Non-Resident So He Does Not Pay Tax? Correct?

Your husband will continue to be a factual resident of Canada, because his spouse and children are living in Canada. As such, he will have to report his worldwide income to the CRA and pay Canadian taxes on his worldwide income. He can claim a foreign tax credit on his Canadian tax return for the foreign taxes paid in order to avoid double taxation.
